Why your state legislature race matters more than you think

Every two years, all 99 seats

Under Article II of the Tennessee Constitution, every seat in the Tennessee House of Representatives is elected every two years. All 99 of them. There is no staggering, no six-year cycle, no committee gatekeeping the ballot. If you want to change the composition of the body that writes state law, the entire body is on the ballot every two years.

What the General Assembly actually decides

The Tennessee General Assembly writes the laws that govern most of your daily life: criminal statutes, family law, education law, driver licensing, professional licensing, the state budget, and the funding formula that determines how much your school district receives. It decides property-tax limits counties can impose, whether cities can enact certain ordinances, and how the state's share of Medicaid is administered.

Why turnout in these races is low

State-legislative races draw a fraction of the turnout of federal races on the same ballot. The names are less familiar, the media coverage is thinner, and many races are effectively decided in a primary that ten times fewer people vote in than the general election. The result is that the office writing most of the rules you live under is elected by a small share of the electorate.

What this changes about how you read your ballot

When you look at your ballot in August or November, the state legislature races are typically several offices down from the top. They are worth stopping on. Two Tennessee House terms is four years — the same length as one Governor term. Every one of those 99 votes is on the ballot in front of you.
